Rafaël Huybrechts

Rafaël Huybrechts is Program Manager and Senior Policy Advisor at the Government of Flanders - Department of Culture, Youth and Media. Within the Team Media and Film, he’s responsible for providing strategic policy advice on media-innovation, digital transformation, the audiovisual sector and the video games industry. He also specializes in disinformation and media literacy policy. In 2021 Rafaël was appointed as Program Manager to develop and manage a large scale digital transformation and innovation program for the media ecosystem in Flanders that will run until the end of 2026. At European level Rafaël is a member of the Executive Council of the European Audiovisual Observatory and the European Commission’s Virtual Worlds Steering Group.
